Luke Ritter, Chief Executive Officer

Mr. Ritter is the Chief Executive Officer at Fraser Optics. Prior to joining Fraser, he was Executive Vice President at Ridge Global, reporting directly to the Honorable Tom Ridge, the first U.S. Secretary of Homeland Security and former Governor of Pennsylvania. Mr. Ritter joined Tom Ridge in 2007 when he merged Trident Global Partners, with Ridge Global. His professional experience includes executive assignments at multiple defense contractors serving the national defense and homeland security markets.
He is the co-author of: Securing Global Transportation Networks (McGraw Hill), which has received widespread critical acclaim and was selected as the American Society for Industrial Security (ASIS), ‘Book of the Month’. Mr. Ritter has recently been published and quoted in Security Management, Directors Monthly, Journal of Commerce, Traffic World, and Cargo Security International.
Mr. Ritter is a U.S. Naval Academy graduate and holds an MBA from Old Dominion University. He is a veteran of The First Gulf War and a former surface warfare office in the U.S. Navy. Mr. Ritter is the Vice Chairman of the Board of Directors at Pride of Baltimore, Inc.

Abe Isser, Chief Technology Officer

As Chief Technology Officer at Fraser Optics, Abe Isser uses his technical skills, business savvy and management experience to oversee and direct technology development, by working closely with Fraser’s business development directors and engineering management.
Abe held multiple senior technology management positions throughout his 30+ year career, managing technology development programs, large scale engineering/production projects and business development activities for large and medium size enterprises.
Abe’s electronic sensor systems experience include EO-IR, Radar/SAR, Acoustics, Lasers/LADARs, communication HW and data & image processing.
He has a strong military and aerospace background and an intimate familiarity with US DoD RDT&E cycle and acquisition process.
Prior to joining Fraser Optics in 2014, Abe was a Director of Engineering at Northrop Grumman for 18 years and an Engineering Manager at DCS Corporation for 7 years. Abe served as a Technical Officer (Captain) in the Israeli Air force for 5 years.
Abe holds advanced degrees in engineering and business.

Andrew Finn, SVP & General Manager

In 2011 Mr. Finn became an operational employee of Fraser Optics, as President of its Commercial Division. Mr. Finn was a Director of Fraser Optics from 2003 to 2011. From 2010 through 2011 Mr. Finn was a Manager in the National Security Practice of Price Waterhouse Coopers. From 2003 through 2010 Mr. Finn was Senior V.P. for Transformational Defense Industries, a company engaged in the development, manufacture and sale of military and commercial firearms using new technologies. From 2000 to 2003 Mr. Finn was a Senior Financial Analyst with Quarterdeck Investment Partners LLC, a specialized investment banking firm involved in mergers and acquisitions in the defense industry. From 1993 through 1999 Mr. Finn served as a Captain in the U.S. Marine Corp. Mr. Finn received his B.A. in Political Science and Business Administration from the University of California at Berkley.
